Job Description:

Program/Department Summary

The Mercy Corps Finance Department is responsible for all financial functions in Afghanistan, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary 

The Finance Coordinator (FC) main responsibilities are to coordinate and support the assigned field offices on all aspects of financial management of the programs, ensuring compliance with Mercy Corps internal policies and procedures as well as donor regulations, with the delegation from the Country Office in Kabul. All technical implementations, guidance and trainings in the field offices are to be conducted through the Finance Coordinator in support of Mercy Corps strategic and operational objectives.

Essential Job Responsibilities

  • Oversee and manage assigned regional offices accounting and finance functions including the timely recording and posting of transactions in financial system, cash management, banking, receivables, and payables
  • Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in assigned field offices.
  • Prepare monthly National Staff Payroll based on information provided from HR and timesheet ensuring accuracy and preparing of payroll accrual entries.
  • Prepare and submit semiannual report for all MCA programs to the Ministry of Economy
  • Review and posting of prepaid accounts Amortization entries, tax JEs and preparation quarterly of Balance sheet accounts reconciliation
  • Support the Finance Manager in responding to audit inquiries.
  • Provide monthly management reports to Program Managers, including expenditures by fund number/project and other financial information, in a timely and accurate manner.
  • Coordinate with project/program managers to get monthly projections and prepare CFP send to Country office.
  • Effectively stay abreast of donor policies, procedures, rules and regulations; compile and and train Mercy Corps program and partner staff in these policies.
  • Work with the Program Managers to draft the budget proposal and assist in developing the budgets that relates to the regions.
  • Review and Update Budget Vs Actual reports and work with the Program Managers to update the forecasts

    Job Requirements:

    • Minimum 3years experience in grants and financial management and accounting and in a in a leadership position with an international NGO experience is preferred
    • An advanced degree and/or an equivalent of at least 4 years of relevant experience with recognised accounting qualifications
    • Adequate understanding of donor rules and regulations is required.
    • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
    • Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.
    • Advanced computer skills in MS Office programs, particularly Excel and accounting software experience.
    • Prior management experience and strong organizational skills preferred.
    • Excellent oral and written English skills
