About The Colombo Plan, Drug Advisory Program :

The Deputy Minister for Counter Narcotics (CN) is responsible for the eradicating poppy cultivation, dismantling illegal opium laboratories, and investigating narcotics smuggling and trafficking.  Narcotics threatens both Afghanistan’s security and its economy.  Poppy cultivation has direct links to terrorism, providing illegal income to fund insurgents.  Heroin addiction afflicts many people in regional areas of poppy cultivation, harming both the health of the population and the economic development of the province, as well as causing increases in violence and in street crime.

Reporting Lines

Under the direct supervision/guidance of the office of the Deputy Minister for Counter Narcotics Police of Afghanistan (CNPA), the regional and international cooperation advisor will carry out the following key tasks:


Job Description:

  • Assist in developing a yearly work plan for the Regional & International Cooperation Directorate (RIC) in accordance with MOI counternarcotics strategies to maximize CNPA organizational goals.
  • Provide constructive advice and consultations to the RIC and other relevant directorates/agencies to increase the overall capacity of the CNPA.
  • Assist to develop policies pertaining to the RIC directorate in line with National Drug Control Strategy, counter narcotics law, and international conventions recognized by GIRoA.
  • Provide technical assistance to evaluate Afghanistan’s bilateral and multilateral agreements and memorandum of understanding and develop the required logical framework for implementation.
  • Assist in drafting bilateral and multilateral agreements and developing implementation mechanisms.
  • Advocate approval and monitoring of required legal frameworks through relevant government entities including the Afghanistan National Assembly.
  • Update the national, regional, and international agencies database to provide CNPA with the most relevant contacts to enhance communication between international counternarcotics agencies and the GIRoA.
  • Provide technical assistance to regional and international summits, workshops, and conferences for the CNPA.
  • Provide coordination and logistics between the Ministry of Foreign Affairs (MFA) and the CNPA for regional and international conferences and summits.
  • Prepare and design training materials to enhance the capacity of the relevant CNPA departments related to international cooperation and partnerships.
  • Conduct capacity building trainings to relevant personnel and CNPA departments regarding issues related to international cooperation and partnership.
  • Perform other related duties as assigned in line with CNPA strategies, relevant laws, regulations, and goals, as well as INL requests.
  • Submit weekly activity reports to Colombo Plan using the appropriate template approved by INL.
  • Monitor on-going counternarcotic issues and provide updates and reports as requested.
  •  To be in coordination with other consultants hired under Institution Building project and be participative in experts’ group network in order to leverage and beef up overall counter narcotic activities.

Job Requirements:

  • Bachelor’s degree in political science, international relations, law, or closely related field.  Master’s degree is preferable, but not required.
  • At least seven years of relevant experience in field of program, coordination, diplomacy, or international relations.
  • Fluency in English, Pashto, and Dari is essential.

Technical/Functional Skills:


  • Previous working experience in regional or international organizations is highly desirable.
  • Work experience in counternarcotics programming is desirable.
  • Strong knowledge and understanding of the legal system and international relations, including national and international criminal law is desirable.
  • Demonstrated capacity to write technical reports in English, Dari, and Pashto is required.
  • Demonstrated analytical and conceptual skills with ability to analyse and integrate diverse information from various sources is desirable.
