Job Description:

PROGRAM/DEPARTMENT SUMMARY:

With funding from SIDA (Swedish Development Agency) Mercy Corps intends to support youth, potential migrants and job seekers to develop enhanced market driven skills and knowledge for improved employability, income generation and resilience. The programme is scheduled to be implemented in Kabul, Parwan, Helmand, Kandahar, Herat and Nengarhar in close coordination with the Ministry of Labor, Social Affairs, the Martyred and Disabled (MoLSAMD).

GENERAL POSITION SUMMARY:

The Vocational Training Coordinator, reporting to the Deputy Programme Manager, will work closely with VTC Coordinators in Kabul, Nengarhar, Helmand and Kandahar to liaise with relevant authorities, projects to ensure the implementation of quality programming in target provinces. He/she is responsible for all enrollment process and recruitment of the teachers and contracted supporting staff for VTC, monthly salary payroll, keeps record of enrolled trainees from the vocational technical vocational centers VTC. The role involves working closely with (VTC, aftercare, female schools and male school’s coordinators) to collect enrolled (IDP, Returnee & Host community) trainees for the program and follow up trainees throughout their courses, as well as assisting supervisor, Programme Manager and Deputy Program Manager providing monthly program progress, Quarterly and yearly reports, collect market information from ESC (Employment Service Center) as well as any further needs that are identified.

ESSENTIAL JOB FUNCTIONS:

  • Develop a constructive relationship with target groups and schools throughout Herat province and surrounding districts.
  • Advertise and be a good ambassador for Program to the communities
  • Recruit trainees with the agreement of head teacher and employers and assist trainees in registering for courses.
  • Record all trainees’ details and pass to the DM&E department to be entered onto the Program database
  • Attend and give presentations to relevant groups to publicize opportunities within the program
  • Monitor the progress of around more than 250 trainees per semester, updating the database and being a link person for providing support to graduates
  • Identify and resolve issues to ensure training is delivered smoothly
  • Working closely with ESC (Employment Service Center) to know market gaps and new demands for graduates
  • Monitoring and following up all courses based on developed schedule and curriculum
  • Supporting REC (Ready to Earn clubs) teachers
  • Conduct regular monitoring and generate monitoring report on qualitative progress of program
  • Visibility and promotion of project achievements through effective media
  • Prepare field trip and progress reports
  • Assist with general prog


    Job Requirements:

    • A college university degree in any discipline with a strong socio economic or development content
    • At least 4 years of working experience in the related filed is required
    • Qualitative and quantitative data management skills very important for the ideal candidates
    • The candidate should have experience working with Microsoft office computer packages with Microsoft excel, world and access as a must. Experience working with database or management information systems
    • Experience in labor market and the private sector are needed.
    • Sound knowledge of vocational training.
    • Good spoken and written in Pashto, Dari and English
    • Experience of conducting participatory methods for decision making extremely desirable.
    • Must be able to work independently and show initiative; experience in education or community development ability to liaise with target groups; ability to make recommendations to his/her manager for improvement
    • Willingness to travel throughout the project area, good inter-personal skills good teamwork.
