Afghanistan Civil Aviation Authority is a government agency, and Afghanistan Civil Aviation Authority (ACAA) was recently established based on the newly approved Civil Aviation Law (CAL) as an independent authority to manage the Civil Aviation Activities in the country. The Civil Aviation Law was endorsed by Parliament in October 2012 and approved by H.E. President Hamid Karzai in December 2012, and following the presidential confirmation, it was published in the official gazette of the Ministry of Justice in January 2013. The ACAA is now functioning independently under its approved structure.
Under the direct supervision of Line Manager, the Sr. Project Management Specialist will:
Plans and conducts researches and studies based on the need of projects, necessary procedures to develop and prepare key policy recommendations for ACAA.
Analysis of regional pair in terms of trade, infrastructural, and transit enhancement. Moreover, exclusive research on air-corridors impact over trade & business enhancement, and economic growth of the country.
Prepare the 2018 Annual Detailed Work Plan inclusive of budget and specific deliverables.
Develop concept notes, policies, and procedures associated with key reforms within the ACAA.
Develops and designs action plans to maximize the impact of ACAA policies by reviewing the monthly and quarterly progress reports from relevant departments.
Analyze and track the progress of on a budget and off-budget projects of the ACAA and their successful implementation.
Contrive new research designs and approaches for the analysis of the projects of ACAA in terms of efficiency and effectiveness
Identify, monitor, and advice on mitigation of project risks
Produces written policy and evaluation reports from the research/analysis of ACAA related policies, projects and programs
Take key initiatives to pave the way of delivering key tasks on agreed quality specifications and timescales.
Advise and closely work with regional offices/units of ACAA to expedite the implementation of different projects/tasks to be accomplished on time, and
All other related duties that are assigned by the ACAA head or deputies.
The Senior Project Management Specialist shall report to Plan and Policy Directorate that is also considered a lead unit for Project Management at ACAA.
A bachelor’s degree in business administration, economics, public policy, commerce or other related fields. Having a master’s degree in the above fields is plus point.
Comprehensive knowledge of communications, report writing, and critical analysis of projects
At least 4 years of progressive work experience in Project management, policy development, Finance, Administrations, and operations management, and
Extensive familiarity with national laws & Regulations as well as international financial standards.
