Muslim Hands International obtained formal registration from the Ministry of Economy in Afghanistan with registration No. 141 in 2005, and is now firmly established with its Headquarters in Kabul, and is fully engaged in relief and development activities in different parts of the country. The work of Muslim Hands in Afghanistan involves; improving the lives of poor and vulnerable through the provision of education, health, WASH, Protection, Livelihood, advocacy, Agriculture and other specialized projects e.g. rehabilitation of the disabled, water purification and sanitation schemes, orphan sponsorship scheme, income generation activities and emergency aid / relief activities in Afghanistan. The Afghanistan head office operates in 21 provinces through head office in Kabul and regional and provincial offices in the respective regions and province of Afghanistan. The organization is running and operating by 25 professional core and full time personal of MHI in its head office in Kabul and each regional office of MHI deals with similar number of paid and volunteer staff member’s entire the country.

As mentioned MHI is working in different sectors but education is one of its most important interventions, in education we specifically focus the following area:

About projects:

There are approximately 3.7 million out-of-school-children (OOSC) in Afghanistan. Significantly, 60.0% of OOSC are girls, and in some provinces as many as 85% of girls are out-of-school. Additionally, it is estimated that 95% of children with disabilities do not attend school. There are multiple reasons for this situation, including poverty, damaged and inadequate numbers of classrooms, shortage of teachers (especially female teachers) and relevant learning and teaching resources, lack of inclusive facilities at schools, cultural norms which deprioritize education for girls and long distances to schools for many children. Continuity of education is another significant problem, with many girls and boys unable to progress from one stage of study to the next largely due to capacity limitations in the formal hub schools. All of these challenges have been exacerbated by the protracted emergency situation, combined with the prevalence of natural disasters and climate change impacts and resulting dislocation of populations.

Job Description:

Job Summary:

The Administrative/Finance Assistant assist with Admin/Finance Officer in establishing and maintaining efficient administrative and finance systems and control mechanisms to support the smooth running of the operations and ensure compliance with administrative, and financial rules and procedures.

Duties & Responsibilities:

  • Assist Admin and Finance Officer in Managing day-to-day financial and administrative functions of the projects
  • Ensures that all vouchers and receipts are correctly stamped, recorded, and filed.
  • Ensuring system efficiency and process improvement
  • Maintains vehicle dispatch logs and records. Receives and issues supplies and maintains associated records.
  • In coordination with Administration department of MHI’s and in coordination with Admin and Finance Officer, Monitors the security situation in the area of operations and ensures that the integrity of the security platform is upheld and that all MHI’s staff is properly informed of security procedures and measures in place on security-related matters.
  • Oversees the generator maintenance program, maintains generator fuel management records, and housekeeping services.
  • Make an inventory and keep the records of all the assets/Equipment available with PMO/MHI’s
  • Preparation of the lists of the offices needs and it’s followed up the related department.
  • Assisting in Preparation of the filing systems as required.
  • Keep and maintain record of all incoming and outgoing letters.
  • Write minutes of the meetings.
  • Track, and record equipment and maintenances (inventory management) in close collaboration with procurement department/person and ensure smoothly equipment utilization
  • Assists in preparation of budgets, financial forecasts, and expenditure from approved budget lines etc.
  • Assist Admin and Finance Officer in preparing supporting documents for monthly expected expenses. 
  • Ensure compliance with financial internal controls, and ensure that transactions are processed and assets managed in accordance with MHI Financial Rules and Regulations
  • Assist the Admin and Finance Officer in the monthly/annual accounts closure, including bank reconciliations and submission of timely and accurate reports to MHI Afghanistan.
  • Develop and monitor field office budget.
  • Support the office on audit, financial risk management and fraud prevention issues
  • Assist Admin and Finance officer in clearing and tracking record of advances issued to field offices.
  • Assist Admin and Finance officer in arranging various trainings/workshops offered at provincial level.
  • Any other relevant duties as assigned by line manager. 


Job Requirements:

Education and Experience:

  • Bachelor Degree in Business Administration, Finance or Accounting with 2 years’ relevant experience
  • Knowledge of NGO, Private firms and general operations preferred.
  • Experience in QuickBooks is required preferred.

Skills: 

  • Demonstrated computer skills in Excel and Microsoft office suite
  • Excellent verbal written and analytical skills.
  • Knowledge of finance and accounting is required.

Languages:

Written and Spoken fluency in English (Desired), Pashto and Dari languages is a must.
