We are helping children get a better education, we make it possible for more boys and girls to attend school, we help children protect themselves and influence their own conditions. We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers
As a member of the country office finance team, Manager, Budgets provides support to Afghanistan Country Office (AFCO) by preparing budgets for the proposals, amendments, and cost/no-cost extensions. S/he is also responsible for Save the Children's (SC) internal budgeting mechanism of annual Master Budget and its' reforecasts.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
1. Develop annual budget and (re)forecasts (20% FT LOE)
a. Circulate guidelines for annual budget, and (re)forecasts
b. Ensure timely submission of Master Budget, including narratives, to Director Finance for review and submission to ARO.
c. Meeting with the Budget Holders, if needed, to train them on how to prepare SoF wise phased budget
d. Maintain the CAM calculator and shared cost to prepare new proposal budget
e. Facilitate verification of salary information between the HR and Finance (payroll) f. Ensure timely receipt of the donor budget from the budget holders/ awards team g. Review individual SoF budget
h. Work with awards team for compliance with budget timetable and pipelines submission
i. Guide Budget Holders in reviewing the direct salaries to be included in the Master Budget
j. Meetings with CD, DCD and other stakeholders to explain the master budget before finalization k. Work with FMS team for Master budget uploading and budget revision
2. Develop donor I Member budget (25% FT LOE)
a. Actively engage with the Technical Advisors, Budget Holders, and Awards Team, in preparing the donor proposal budget
b. Lead on the proposal budgets, amendments, modifications, cost/no-cost extensions
c. Submit the proposed budget for review and approval of Finance Director at least one day before submission to the Awards Team
d. Ensure accurate and up-to-date CAM calculators are in place.
3. Create DEAs and Phased Budgets (1 5% FT LOE)
a. Work with the Budget Holders and Awards team to create appropriate DEAs for each SoF
b. Prepare Phased budget for each SoF with the Budget Holder and develop SoF Loader for the same.
4. Staff Costs and ODC Budgets (1 0% FT LOE)
a. Prepare monthly indicative employee-wise SoF-wise budget sheet in coordination with the reporting team.
b. Advise staff on salary allocation and budget availability
c. Analyze budget GAP for all Kabul and field staff plus other direct costs, on quarterly basis, as well as when required.
5. Training (1 0% FT LOE)
QUALIFICATIONS AND EXPERIENCE:
• Recommended 7 years managerial level experience in a corporate or an NGO
• Masters I 16 - 18 years of education in related field, plus certification from an accounting body like
CA, ACCA, CPA, ICMA etc.
• Excellent analytical skills-the ability to analyse complex financial data and design and produce effective management information
• Excellent experience of budgeting and budget management
• Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
• Strong communication and interpersonal skills
• Ability to manage a complex and diverse workload and to work to tight deadlines
• Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
• Understanding of Save the Children's vision and mission and a commitment to its values
• Written and verbal fluency in English
