The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description:

Head of Human Rights and Gender Unit (HoHRGU) is a senior position based in SCA’s Kabul Management Office (KMO) reporting to the SCA’s Deputy Director of Programmes (Programme Development). HoHRGU manages a team of three members based in KMO consisted of an expatriate HRG Specialist and two HRG Senior Officers (both local staff). S/he along with her/his team works closely with the KMO based programmes (Health, Education, Rural Development and Disability) as well as all crosscutting units (Civil Society and Capacity Building, Planning Monitoring Evaluation and Reporting, Communications, Advocacy and Internal Audit) and support functions of the organization to ensure gender mainstreaming and integrating rights within SCA programmes and operations. S/he makes frequent visits to the SCA’s Regional Management Offices (RMOs) and provides capacity building support to the RMO based Capacity Development Method Units. S/he leads and provides management and technical guidance and support to HRGU local staff, HRG Officers based in RMOs as well as the KMO based Gender Focal Points.

HoHRGU, specifically, ensures that all SCA programming is gender sensitive and meets strategic requirements of gender equality and integration. S/he systematically leads the organization to gender responsive and rights integrated organization. S/he provides all gender and rights guidelines, tools, systems, structures and policies for gender mainstreaming into programmes, cross cutting units and support functions. S/he will be actively engaged in all external and internal studies, evaluations and assessments related to human rights and gender conducted by HRGU and/or programmes and crosscutting units and provide technical support. S/he will be involved, work facilitate managing and decision with administration, human resources and operations to develop harassment free and enabling work environment for both girls, women, boys and men.  S/he also works with support and procurement units to strengthen systems, guidelines, tools and processes and encourage continual learning on gender equality. The HoHRGU will establish relations and networks with the relevant stakeholders and strengthen coordination and collaboration with the likeminded organizations and alliances.

Main Responsibilities:    

  • Lead the KMO-based HRGU team and RMO-based HRG Senior Officers in developing and implementation of viable work plans for gender mainstreaming and rights integration.
  • Provide technical support, mentoring and guidance to HRGU including organizing and convening periodic team meetings to consolidate progress and generate knowledge through lessons learned and best practices or approaches.
  • Lead the development of gender mainstreaming training, including developing of relevant manuals and IECs, (Information Education Communication), conducting workshops and providing hands-on training for HRG Senior Officers, CDMUs, (Capacity Development and Methodology unit) gender focal points in KMO and RMOs.
  • Lead the gender mainstreaming process in operationalization of SCA strategic plan in consultation with the Heads of Regional Offices and Deputy Programmes Director (Programmes Development).
  • Lead identification of gender research needs; coordinate and review the work of consultants carrying out gender-focused or integrated research and development.
  • Develop performance indicators and guidelines to promote effective gender mainstreaming across all SCA projects/programmes.
  • In collaboration with the Programmes Units and Civil Society and Capacity Development Unit, provide technical inputs on new expressions of interest, concept papers, and proposals in line with HRGU statements, gender equality principles and universal guidelines
  • In collaboration with the Advocacy Unit, oversee gender sensitive advocacy and contribute to the development of policy papers, guidelines, standards, and tools related to gender equality.
  • Contribute to development, implementation, and monitoring of SCA strategic plan, work plans, donor applications and reports, operational budgets and other strategy and policy documents with the support of national and regional HRG teams.
  • Suggest, design, and implement new and innovative ideas for support of gender equality, girl’s/women’s empowermen

    Job Requirements:


    • Master degree in Human Rights & Gender, Women Empowerment, Child Rights, Law & Political Science, Sociology or any other relevant field
    • At least five years of relevant experiences in the fields of human rights and gender, child rights and women empowerment.
    • Experience working in a multicultural environment, preferably in a conflict zone.
    • Experience in managing large teamsprojects/programmes
    • Proven track record in human rights, gender, and child protection areas.


    • Strong leadership and management skills particularly in team building, staff management, decision making, conflict management and problem solving
    • Effective and strong communications, coordination and networking skills with senior management, staff, donors, national and international stakeholders.
    • Knowledge of gender mainstreaming and gender transformation
    • Gender budgeting
    • Planning, budgeting, reporting, concept developing and proposal writing skills
    • Knowledge and skills of developing policies, strategies, manuals, guidelines, and tools, related to human rights and gender and child rights
    • Knowledge of Rights Based Approach and result based programming, budgeting, implementation, and reporting.
    • Knowledge and skills of conducting studies, evaluations, and assessments
    • Excellent commend of English language (written and verbal) and fluency in local languages Pashtu and Dari.
    • Training, coaching and facilitation skills
