Context:

Afghanistan is one of the most devastated war-torn countries in the world. Recent estimates suggest that more than 18 million people have no or limited access to essential health services due to insufficient coverage by the public health sector and direct interruption due to conflict and insecurity (HRP,2022). The intensified armed conflict in 2021 and the resulting Taliban takeover in August 2021 have resulted in further escalating humanitarian needs and a significant deterioration of the protection environment for civilians in the country. These factors exacerbate the vulnerabilities of a population already burdened by the COVID-19 pandemic, subsequent economic downturn, and a severe drought across the country (declared in June 2021). Internal displacement inside Afghanistan is driven by both conflict and natural disaster. There is now an estimated number of 5.5 million Internally Displaced Persons (IDPs) in the country, including both protracted and the 634,000 newly displaced by conflict in 2021. Each year hundreds of thousand Afghan migrants and refugees return from Iran and Pakistan, which puts on extra loads on already stretched health system.

Currently the country is facing an upsurge of COVID-19, with poor diagnostic capacity preventing accurate case measurement, a lack of healthcare services (including specialist COVID-19 services) with an extremely low COVID19 vaccine coverage.   At this critical time, COVID-19 poses a huge risk to the people of Afghanistan in the context of political instability, humanitarian crises and a fragile health system.

IOM’s Migration Health programme with over 300 staff is actively supporting the Afghanistan de facto Ministry of Public Health  (MoPH) and the World Health Organization (WHO) to strengthen health service capacity at Points of Entry, in affected communities and through additional support to other response areas such as specialised health facilities and laboratories to effectively prevent, detect and respond to COVID-19 and other epidemic prone diseases (EPDs), including as Dengue, Tuberculosis, Acute Watery Diarrhoeal (AWD), Measles and Polio among others IOM provides   healthcare to communities, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication to sensitize impacted areas and complement direct service delivery efforts.

Under the overall supervision of the Public Health Officer (Emergency Health), and the direct supervision of the National Health Operation Officer, the Field medical team’s member will be responsible for implementing Emergency health operation through medical health Teams (MHTs) and Rapid Response Team (RRTs) in various location,

III. Responsibilities and Accountabilities:

 

  • Support Project Assistant-Health and the Migration Health National Program Officer in timely entering data, reporting, processing, and analysis of health data from field locations and assist when required in data cleaning.
  • Ensure that all information relevant to key project indicators and outputs are collected in a timely manner and that all information collected is consistent with requirements for progress reporting and outcome monitoring.
  • Undertake routine, independent spot-checks of health data to ensure quality by random verification and validation.
  • Contribute to the compilation of regular progress reports, information, and communication materials by capturing and providing success stories, challenges and lessons learned.

V. Education and Experience:

 

High School, diploma/bachelor from an accredited academic institution, preferably computer science

Minimum 1 years of clinical experience

A few years of experience in related medical field will be advantageous

Works effectively with local authorities, stakeholders, and beneficiaries
