HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

HealthNet TPO has implemented over 250 projects in the areas of health system strengthening, mental health and psychosocial support services, and disease control. Currently, HNTPO has 12 active projects in several provinces including EPHS  services in two provinces,  training of psychosocial counsellors from all 34 provinces of Afghanistan BPHS and EPHS in Three provinces, Gender base violence project in Twelve provinces, Mobile Health Team services , psychosocial support and vertical projects in differenct provinces 


Job Description:

Project Description

Violence against women is a major public health problem and violation of women's human rights; it can result in physical, mental, sexual, reproductive health and other health problems, even death. To tackle this issue, HealthNet TPO, in close collaboration with the Gender Department of Ministry of Public Health is implementing Health Sector Response to GBV through the establishment of Family Protection Centers and the implementation of a GBV data collection system. Health facilities provide supportive and survivor-centered care to women and girls experiencing violence and the Family Protection Centers are an excellent example for providing health response to GBV survivors. In the year of 2021 HealthNet TPO with financial support of UNFPA Implemented Health Sector Response to GBV Project through 15 FPCs, 9 WFHSs and 4 outreach team in 11 provinces of Afghanistan (Farah, Herat, Kapisa, Khost, Kandahar, Nangarhar, Parwan, Ghor, Nimroz, Laghman, Kunar).

The overall objective of health sector response to GBV is to improve the capacity of health sector for prevention and response services of Gender Based Violence.

  1. Purpose:

The position aims to effectively & efficiently manage project(s) according to the organization’s standards and contract terms & conditions,  ensure effective internal and external coordination and communication, lead the project management team, structure the workload, think critically to make the processes easier, resolve potential conflicts in the workplace, and ensure full compliance to donors and organizational terms and conditions.

  1. Project(s) Planning:
  • To lead project kick off meeting and follow up of the plan at all level
  • Develop project (s) planning in coordination with finance coordinator and other support departments to ensure timely availability of resources and support for implementing the planned activities.
  • Support financial annual planning of the project(s).
  • Plan daily work extracted from the project work schedule and/or logical framework, and delegate tasks/assignments to subordinates according to their skills, interest and aptitudes.
  • Revisit project financial and technical plans in case of variances between forecasts and expenditures, and backlog of indicators/activities to ensure project expenses are in-line with the forecasts, and project indicators/activities are on track/achieved according to targets.
  • Support finance grant coordinator to amend quarterly financial planning in view of expenditure incurred and to carry forward unspent budget to n


    Job Requirements:

    Skills, knowledge and expertise

    • Afghan National
    • Having MPH degree  or equivalent
    • Medical Doctor  or qualified health science professional
    • At least 5 years experience in senior position in managing health projects financed through institutional donors such as the UNFPA, EU, USAID, Global Fund, World Bank and others.
    • Received trainings on Gender and humanitarian field
    • Proven experience in financial management of projects as  non finance professional
    • Proven experience in report writing and good command on English language
    • Proven experience in building and maintaining effective relationships
    • Strong communication and networking skill
