Job Description:

The MEL & Communications Director will be responsible for providing technical advice, technical assistance, and guidance on issues related to monitoring, evaluation, and learning (MEL) and communications in designated areas. S/he will manage relationships with several MEL and communications support staff and partners. The MEL & Communications Director will play a significant role in helping to manage and strengthen systems to assess, monitor, and communicate program and project performance across relevant WAMA stakeholders. S/he will also synthesize lessons learned from implementation in Afghanistan and facilitate incorporation of these lessons learned into project-wide reporting and internal learning. The MEL & Communications Director will be based in Kabul with occasional travel to regional offices and the field.

The MEL & Communications Director will perform the following duties:

  • Oversee all aspects of MEL and communications processes, including development and implementation of the Monitoring, Evaluation, Collaboration, Learning, and Adaptation Plan (MECLA) Plan, Quality Assurance Surveillance Plan, and communications plan;
  • Lead tracking of program activities and progress towards achieving the key results as well as efforts to promote knowledge exchange and learning among the program’s partners and stakeholders;
  • Contribute to the development and maintenance of performance measurement systems, collect annual periodic reporting documents, and ensure technical and analytical rigor in all deliverables from tool development to final reporting;
  • Participate in preparation and review of contractual deliverables, ensuring compliance with required branding & marking obligations;
  • Provide facilitative leadership support to all MEL and communications functions carried out by the technical implementation team;
  • Supervise and provide capacity building support for MEL and communications staff; and
  • Facilitate production of marketing materials, such as success stories, presentations, and briefs.

Job Requirements:


  • Bachelor’s degree in international relations, communications, journalism, public policy, or related field. Master’s preferred.

Work Experience

  • Minimum of seven years of experience providing MEL and communications support to a donor-funded projects;
  • Extensive experience in project management and implementing crosscutting communications and MEL strategies; experience with USAID programs is an asset.
  • Experience working with programs focused on the core concepts of resilience, livelihoods, and food security;
  • Demonstrated experience in collecting gender equity and women’s empowerment-related data along with experience integrating gender-responsive methodology, tools, and data analysis techniques into project implementation;
  • Excellent written and spoken English and the ability to communicate across technical disciplines and with non-technical audiences; Dari and/or Pashto languages preferred;
  • Good computing capabilities with working knowledge of MS Word and Excel;
  • Experience working with local communities, NGOs and/or international organizations within and outside Kabul preferred; and
  • Willingness to live in Kabul and travel throughout the project defined areas.
