About Help The Afghan Children:

Help the Afghan Children (HTAC), is a non-profit, non-governmental organization was established in 1993 in response to the horrible conditions of Afghan families she witnessed during Afghanistan’s civil war.  HTAC is registered with Afghanistan’s Ministry of Economics as a national non-governmental organization.  HTAC is also member of ACBAR coordination body in Afghanistan.

Job Description:

Position Objectives

The Project Manager leads a team in the implementation of the civic education initiatives, and is expected to achieve the following objectives:

  • To strengthen targeted CSOs internal organizational capacity through implementation of OD Assessment recommendations, and other OD interventions in terms of each six functional areas and technical capacity.
  • To develop the capacity of targeted CSOs by delivering tailored capacity building interventions and timely technical assistance
  • To increase the awareness of local communities on their civic and political rights as well as monitoring the local government services through organizing community dialogue sessions and civic education campaigns.

Specific Responsibilities:

  • Recruit and lead ACEP project team to plan, implement, and follow up on all project activities. 
  • Prepare charts, graphs etc. to gauge and track the capacity development progress of targeted CSOs.
  • Conduct regular visits and provide technical support and assistances to target civil society organizations.
  • Assist in conducting internal trainings to organization staff members.
  • Provide ongoing supervision, guidance and mentoring to develop project staff.
  • Lead the capacity building and OD interventions with target CSOs.
  • Lead the selection of and manage the service delivery to target CSOs.
  • Lead the rapid response issues raised by the target CSOs.
  • Assist in training and supporting/mentoring a team of trainers to provide training to CSOs.
  • Conduct training and contribute to the development of ACEP training modules, as needed and requested.
  • Provide direct technical assistance to organization and target CSOs as practical and according to areas of expertise.
  • Plan and lead the process of CSOs annual organizational development assessment.
  • Ensure that project reporting requirements are met.  Oversee data collection and prepare periodic narrative and statistical reports on project activities.
  • Work actively with all organization departments and Counterpart International to coordinate project activities.  Help to ensure that ACEP project activities in training, grant-making, gender and media are well-coordinated.
  • Establish and strengthen effective relationships and communication with organization different department, Counterpart International, CSOs and communities.
  • Ensure that gender sensitization and awareness have been incorporated in various kinds of services, trainings and activities provided to target CSOs.
  • Participate in the development of work plans/Action Plans, assessments etc.
  • As requested, contribute to overall ACEP project planning and development. 
  • Assist in addressing issues rose by the CSOs and suggest program changes or enhancements as appropriate. 
  • Participate in promoting the exchange of project information and expertise across the country.
  • As requested, assist in planning for, facilitate and/or participate fully in meetings and ad hoc working groups.
  • Keep informed of Civil Society issues and developments in Afghanistan.
  • Other job related duties and responsibilities, as assigned by the supervisor.


Job Requirements:

Qualifications:

  • The candidate should possess at least a Bachelor Degree in Business Administration or Public Administration from a recognized university, and the Master Degree in the mentioned disciplines will be preferred.
  • The candidate should be a multi- skilled and multi- disciplined person, having had the past work experiences of several organizational functions and technical areas.
  • Demonstrated proficiency in English language, both spoken and written, in addition to two main local languages, Dari and Pashto.
  • At least 5 years of progressively work experiences with NGOs in the field of capacity building or organizational development.
  • Excellent cross-cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity.
  • Good computer skills to include Internet, Word, Excel, database.
  • Ability to work both independently and as an effective team member.
  • Ability to work under pressure.
  • Ability to travel to provinces.
