humedica is a German-based, international non-governmental organisation, which provides humanitarian assistance in more than 90 countries since more than 40 years. humedica aims to help people suffering hardship due to disasters or structural poverty. With a focus on health, disaster risk reduction and livelihood improvement, humedica engages in both immediate assistance and long-term development cooperation.

In Afghanistan, humedica has been active through local partners since 2018. It supports various projects in Kabul Province aimed at improving access to qualitative essential health services for particularly vulnerable and destitute populations. It also supports relief activities in sudden-onset disasters throughout the country.


Job Description:

Purpose / Role

The purpose of the position is to ensure the oversight of financial and administration procedures in accordance with humedica’s internal regulations and local laws. He or she plays a crucial role in providing high quality financial management necessary to support an effective and transparent humanitarian assistance in Afghanistan.

Responsibilities and Tasks

Administration and Human Resources

  • Setup/maintain the filing system, folders and all administrative data management in hard and soft copy
  • Make cash and bank reconciliations every month
  • Prepare payroll of staff monthly and provide administrative support to the project office
  • Prepare the cash journal, finance reports and bookkeeping by checking, registering and keeping all kind of transactions according to humedica HQ and donors' requirements and Afghanistan law and internal requirements
  • Ensure fulfilment of legal and fiscal obligations towards relevant authorities
  • Arrange timely and accurate submission of relevant documents to the relevant authorities
  • Keep the record of physical assets including office furniture, vehicle, equipment
  • Ensure that all operations adhere to national regulations, including taxation

Financial Management

  • Maintenance of Finance Management System and further establishment of internal structures
  • Manage the day-to-day functioning of the finance operations
  • Establish an effective filing system which can provide easy access to information on all financial/administrative affairs
  • Ensure compliance with donor requirements
  • Prepare reports for humedica HQ, donors and concerned authorities in Afghanistan
  • Submit the annual audit of the project
  • Monitor cash flows
  • Engage in procurement processes as per humedica procurement guidelines

Programme Development, Planning and Implementation

  • Develop and provide training for project manager and project partners in financial procedures and financial responsibilities in cooperation with humedica HQ
  • Review and assess budget proposals
  • Assist in the identification of potential funding sources and ensure that partners formulate project budget in accordance with donor requirements
  • Collate, analyse and report on actual and planned monthly expenditure, interpret and communicate with project partners, advise in cases of deviation from approved budgets, and make recommendations for corrective action
  • Coordinate, supervise and prepare all financial statements and reports to HQ to ensure compliance with contractual and legal requirements of donors
  • Facilitate external audits


Job Requirements:

  • Bachelor degree or equivalent in economics, business administration, finance, accounting or a similar related field
  • Prior experience working in the INGO or NGO sector
  • Familiarity with donor-funded projects, project environments and intercultural settings
  • Excellent command of English, Farsi and Pashto, both in speaking and writing
  • Good computer skills and technological proficiency (MS Excel, MS Word, data administration)
  • Great communication and interpersonal skills, particularly with partners and volunteers as well as in official and business settings
  • Good organizational and multi-tasking skills as well as ability to work in a dynamic and stressful environment
  • Strong knowledge of (and identification with) humanitarian principles
