About United Nations Office on Drugs and Crime (UNODC),:

The Global Action against Trafficking in Persons and Smuggling of Migrants (GLO.ACT) Asia and Middle East aims at enhancing the implementation of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children and the Protocol against Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime. The project is being implemented across countries in Asia and the Middle East, including Afghanistan.


Job Description:

DUTIES AND RESPONSIBILITIES:

This position is located in Kabul, Afghanistan. The National Programme Officer will work under the direct supervision of GLO.ACT Project Coordinator at Headquarters and the overall substantive guidance of the GLO.ACT Project Coordinator and the UNODC Representative for Afghanistan.

  • Provides day-to-day management including the collection and compilation of relevant background data and information, monitoring and evaluation;
  • Collects and compiles background data and information related to the objectives;
  • Assist in coordinating implementation and monitoring, for example, by arranging assistance delivery and procurement in line with UN rules and regulations;
  • Monitors and expedites implementation systematically through discussions and correspondence as well as frequent field visits, analysis of regular progress reports and participation in evaluations of impact;
  • Promotes and strengthens collaborative initiatives between UNODC and other UN agencies, NGO’s and donors with regard to activities;
  • Participates and represents UNODC Afghanistan in meetings of the aid community, UN inter-agency meetings, seminars and workshops held at national, regional and international level;
  • Serves as focal point for administrative coordination of project implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g.travel arrangements, processing of payments, disbursement of funds, procurement of equipment and services, etc.;
  • Perform general administrative tasks, to include preparing and/or processing requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations and visa applications);
  • Monitor status of expenditures and allotments through Umoja, record variations, update budget tables;
  • Organize and conduct seminars, workshops and training activities on various aspects of the objectives;
  • Design work plans for the timely achievement of the outcome objectives;  
  • Arranges programs for visiting experts, missions and donor representatives to activity sites;
  • Participate actively in meetings, provides translation services, drafts minutes of meetings and gives adequate follow-up on each subject as requested;
  • Organizes and participates in Review/Tripartite meetings;
  • Prepare financial reports and budget revisions in line with UNODC requirements;
  • Prepare periodic activity progress and status reports (incl. performance reports) as stipulated in agreements with donors and in line with UNODC requirements;
  • Facilitate the final external independent evaluation mission and terminal review;
  • Performs any other duties as required by the supervisors.

    Job Requirements:

    Education:

    • Master’s or bachelor’s degree  in law, and/or related social science, economics, international relations, political science, or public administration.

    Experience:

    • With master’s degree 5 years and with bachelor’s degree 7 years of   professional experience (three  years in counter Trafficking in Persons and Smuggling of Migrants) at national and international levels is required;
    • Direct experience in the criminal investigation and/or prosecution of transnational organized crime, on cases of trafficking in persons and/or smuggling of migrants, or other roles concerning the response to trafficking in persons and/or smuggling of migrants at gradually increasing levels of responsibility is required;
    • Experience in international criminal justice matters as well as familiarity with project formulation, implementation and monitoring, and exposure to international development cooperation is highly desirable;
    • Living/working experience in developing countries and proven cross-cultural and gender sensitivity are highly desirable.

    Languages:

    • Excellent command of written and spoken English and excellent knowledge of Afghanistan’s official languages (Pashto and Dari) are required;

    Knowledge of the other UN official working language is an asset
