Job Description:
Job Overview:
The role of the M&E Coordinator is to support the design and implementation of Monitoring and Evaluation (M&E) and Accountability systems to support evidence-based decision-making. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Project Coordinator will provide technical support to staff across NRC’s Core Competencies and Area Offices pertaining to M&E and contribute to build capacity.
Generic Responsibilities:
Adherence to NRC policies, guidance, and procedures
Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance, and tools.
Contribute to programme design and proposal discussions, including theory of change development, logframe design, and budgeting for M&E.
Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
Support the implementation, dissemination, and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
Develop and monitor M&E outcome plans and ensure adherence with the frequency of data collection for all projects.
Contribute to organisational learning through supporting specific analysis, lessons learned, validation workshops and reports.
Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
Supervise and mentor M&E support staff in executing M&E plans.
Support the M&E Manage rand Adviser in designing and monitoring the learning framework.
Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E need
Specific Responsibilities:
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention.
Map out all outcome indicators required by NRC and donors along with the necessary data collection timeframe and frequency
Advise on outcome measurement methodology and data collection roles and responsibilities
Ensure the data collection tools (questionnaires) are in place in coordination with the technical leads and prior to due data collection date
Support area M&E coordinators in ensuring availability of data collection team (enumerators) through CO coordination with programme leads if necessary.
Support area M&E coordinators in capacity building and trainings for enumerators as necessary.
Support area M&E coordinators in calculating the sample size and designing the sampling methodology as per the appropriate statistical standards.
Participate in data analysis for multiple area projects and prepare finding results.
Launch meetings with the programme managers and specialists to discuss major findings as per the learning framework.
Make sure complete and accurate demographic data is collected to allow for necessary outcome results disaggregation (data by area/location, core competency, gender, type of beneficiaries (IDP, refugees, host community, returnee and other).
Support area M&E coordinators in estimating needed resources (human and financial) to complete data collection as per the workplans.

Job Requirements:
Generic professional competencies:
At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, of which 2-3 years should be with experience in implementation of M&E systems for an international NGO;
Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods;
Understanding of data and information needs for programme management and decision making;
Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
High level English language proficiency (speaking, reading, writing);
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access);
Experience using SPSS, STATA, Epi Info.
