Job Description:

  • Assess program areas, office and residential areas relative to their impact on staff safety and security, and recommend specific protocols and practices to reduce staff risk and vulnerability.
  • Overall oversight over security, including leading the process of developing and reviewing security policies, guidelines, and Standard Operating Procedures.
  • Ensure that all staff is familiar with the security policies and procedures content and agree to abide by it.
  • Continuously strengthen and apply office and residential facilities security standards and ensure enforcement of facility access procedures/practices.
  • Provide security awareness for all national and expatriate staff.
  • Assessment of hospitals, hotels, and restaurants in Kabul and prepare a list of acceptable hospitals, accommodation, and restaurants for ROP staff, visitors and consultants.
  • Regularly review and recommend as well as take actions with regards to security measures already in place at the offices and guesthouse.
  • Ensure vehicle and staff movements are monitored according to procedures.
  • Reports matters pertaining to major security incidents in Kabul, program areas and other locations in Afghanistan to all relevant staff.
  • Regularly monitor local and international media related to security issues and bring relevant issues to the organization’s attention.
  • Liaison with other NGOs, USAID, Government Ministries, UN agencies, ANSO and other stakeholders in relation to security management and implementation, and report back on knowledge gained from related meetings.
  • Ensure that that evacuation and crisis management plans are in place and regularly updated.
  • Ensure communication equipment is well maintained, functional and usable at all times.
  • Serve as a key resource in times of emergencies, such as natural or man-made disasters.
  • Manages and trains security guards and provides training to ROP Program drivers on safety and security. This includes development, implementation and monitoring the schedule of security guards and drivers so that there is adequate support staff available at all times in office premises and guesthouses.

Job Requirements:

  • Bachelors degree in the related field is required, Masters Degree is preferred An excellent command of both written and spoken English
  • Excellent interpersonal, communication and negotiation skills, including the ability to collaborate with police, military, and government officials on a wide array of security matters.
  • High flexibility and availability to work outside regular working hours.
  • Dedication, pro-active/creative thinking, flexibility and aptitude to work in team-oriented structures
  • During the work assignment, the Security Specialist will be based in Kabul and may be required to occasionally travel to other provinces in Afghanistan.
