Job Description:

  • Support the National Hydraulic Engineer in carrying out technical assessments, feasibility studies, and design for irrigation, flood protection and watershed management projects.
  • Support the National Hydraulic Engineer in assessing the groundwater potential by establishing a water balance for the area and compiling and analysing all the available hydrogeological, geological, climatic, meteorological, and hydrological data of the area to present a conceptual hydrogeological model.
  • Support the National Hydraulic Engineer in designing water supply networks, including modelling prior to tendering and providing
  • recommendations on the most suitable sites for borehole drilling, the recommended drilling depths and specification, as well as the hydrogeological and geophysical rational for choosing the sites.
  • Support the National Hydraulic Engineer in preparing the design of other WASH-related construction projects
  • Support the National Hydraulic Engineer in the tendering process for the drilling campaign by preparing and reviewing drawings and other project documents
  • Support the National Hydraulic Engineer in overseeing the project management and monitoring and supervision of ongoing WASH-related construction projects
  • Support the National Hydraulic Engineer in proving training and capacity building related to the above activities to IOM Field Engineers, including assessment, design and construction supervision.
  • Support the National Hydraulic Engineer to develop SOPs to standardize WASH construction services
  • Support the acquisition of the drilling permits and support the supervision of the drilling works and ensure the boreholes are drilled and completed according to stipulated technical specifications and sound professional standards.
  • Adapt the general well-design according to the specific conditions at each well location, basing it on the geological log and on the results obtained from the pumping test.
  • Ensure that for each specific borehole, a detailed borehole completion report with all necessary recommendations is prepared and submitted e.g. pump capacity, optimum depth of installation, periodic water quality analysis according to the standards

Job Requirements:

SKILLS:

  • Knowledge of engineering surveying, design, monitoring and supervision of construction projects, procurement processes, and construction project management
  • Community engagement and liaising with authorities
  • Knowledge of humanitarian and development programming in Afghanistan

Required Qualifications and Experience

Education:

Bachelor’s degree in Civil Engineering; higher degree preferred.

Experience:

  • Bachelor’s degree with 3 years of proven experience across hydraulic engineering, environmental engineering and watershed management, conducting and interpreting hydrogeological survey using diverse techniques, and applying these skills in assessments, design, and construction monitoring.
  • Modelling experience either hydrogeological or hydraulic (e.g. Surfer, Epanet, etc.)
  • Proven experience in drilling supervision and borehole documentation
  • Extensive experience in conducting technical analyses and a proven record of delivering professional results
  • Experience working with specialized international agencies (UN Agencies, International organizations, and International NGOs) and in close consultation and coordination with local authorities, community representatives, implementing partners and field staff

Languages

•      Fluency English – Dari or Pashto (oral and written).
