Job Description:

Scope of work:

Rural Development Programme provides technical support to Regional Management Offices for smooth implementation of Rural Development Programme different components including but not limited to Community Governance and Livelihood Project (CGLP), Water, Sanitation and Hygiene (WASH), and construction of education and health facilities in different provinces of Afghanistan.

Rural Development Programme Senior Officer is part of SCA’s Rural Development Programme Unit (RDPU) based in Kabul. The incumbent supports Head of Rural Development Programme in data management and administrative issues. S/he is responsible to manage RDP data analyses, provide required information for decision-making, arranging and documenting meetings, and coordinate daily routine tasks with other units and external partners. RDP Senior Officer will also establish and administer a comprehensive database for all RDP components with update, valid and relevant data to ensure quality, efficiency, and effectiveness.

Furthermore, RDP Senior Officer actively participate in elaboration of work plans, reports, and operational budgets. He/she follows up field activities with project managers to ensure the project activities are in line with the planned activities, as well as SCA’s strategic objectives. To properly carry out the various tasks and to ensure both innovation and good coordination at regional management offices level is in place, through regular field trips

Main Responsibilities:

Database Management:

  • Develop and administer databases for all components of RDP unit separately, review and analyze technically the RDP data and share analytical reports/recommendations with Rural Development Programme Manager on improving qualitative and quantitative aspects of the programme/projects.
  • Serve as information hub for RDP related activities and provide the required data and information to different components when required.
  • Provide professional and technical assistance in preparing viable recommendations on RDP project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of rural communities including women and children to ensure achievement of strategic objectives.
  • Coach and mentor RDP staff at RMO- on database, data collection and management issue to ensure optimal results.

Programme Management:

  • Provide justification for any deviation from the Work plan and Budget whenever needed for reports.
  • S/he is responsible to support the Head of Rural Development Programme in developing the budget for new project proposals.
  • When assigned by the Head of Rural Development Programme, participate in internal and external meetings to represent SCA’s Rural Development Programme;
  • Monitor RD projects on a regular basis to support field level staff and ensure good quality of the work and that the progresses are properly recorded.
  • Organize programme related events including Quarterly Review Meetings (QRM), Planning Workshops and others as required.
  • Coordinate planning, budgeting, reporting (including report to the MoEc) and revision processes by the regional RD Project Teams and collect and compile the ministry of economy reports and other internal report.
  • Keeping proper record of filing RDPU documents, soft as well as hard.

Administrative Support:

  • Compile RDPU staff related documents and information and submit to relevant units.
  • Support RDP teams at RMO level on coordination with various units at KMO level.
  • Keep the project fixed asset record update and report to line department.
  • Assist in organizing meetings/workshops, preparation of meeting minutes and logistic/refreshment required,

Qualifications & Requirements:


  • Bachelor’s degree or higher in Statistics, Rural Development, Economics, or similar discipline will be preferred.

Work Experience:

  • 4-6 years relevant experience, especially within an INGOs, UN agencies, or similar organizations in Data Management and Rural Development.
  • Experience of result-based planning, reporting and budgeting.
  • Experience as a team member of Rural Development Project implementation (one or more of the following thematic areas: rural livelihoods, self-help groups and microfinance, WASH, community infrastructure) with a high-level participation by the target groups will be preferred.

Other requirements:

  • Strong computer skills at the database development and application level, including MS Office packages.
  • Ability to take initiatives and pursue work proactively without being intensively supervised.
  • Proven ability to prioritize, delegate, handle multiple tasks and meet deadlines.
  • Have a good monitoring and analytical skills.
  • Fluency in English, Dari and Pashto, both written and spoken
  • Interpersonal and communication skills
  • Team worker, analytical, and troubleshooting skills
  • Ability and willingness to travel to the project sites within Afghanistan)
  • Accuracy and attention to details, honest, proactive and well mannered
