Main Purpose of Job:
The Pharmaceutical Management Advisor will build the capacity of BPHS and EPHS to implement NGOs in pharmaceutical management. The Advisor will develop an overall pharmaceutical service quality improvement plan, making the best of resources already developed by MSH/AFIAT and others. The Advisor will work with the Targeted Support Teams (TSTs) and provide mentorship for the NGOs to identify problems associated with pharmaceutical management. The Advisor will help the NGOs address systemic problems (e.g. procurement, staffing, etc.) and local HF- or community-level issues (e.g. inappropriate use of medicine, pharmacy management, etc.) in synchronicity to ensure that the quality improvement is achieved sustained. The Advisor will conduct regular field visits to mentor the TST officers on the key competencies in pharmaceutical management and ensure improving the quality of pharmaceutical services rendered by the NGO’s health managers and professionals. Topics of pharmaceutical management to be taken care of by the Advisor ranges from supply chain management to appropriate use of medicines at community, health facility, and BPHS/EPHS project management levels. She/he will work with other AFIAT staff as required and report to the Senior Advisor on Pharmaceutical Supply Chain Management (PSCM).
The Technical Advisor will work with the Snr Advisor on PSCM to develop a work plan to systematically improve the quality of pharmaceutical services in provinces and implement technical assistance activities for the BPHS/EPHS NGO staff stationed in the central and provincial offices, HFs, and communities.
Lead the mentorship activities for the NGOs by engaging TST in provinces in consultation with the PSCM Snr Advisor.
Develop and implement a mentorship plan tailored for varying targets, using HQIP revised by AFIAT
Provide technical oversight for TSTs and NGOs in PSCM areas and build the capacity of TSTs and NGOs in:
collecting, analyzing, and reporting the PSCM-related information
rationally quantifying the HFs’ needs of medicines and making medicines orders for procurement by the NGOs.
promoting and sustaining appropriate use of medicine at HFs and communities
implementing public awareness interventions for appropriate use of medicines in close coordination with the project’s SBCC team
Assist the Senior Advisor on PSCM in monitoring the AFIAT performance indicators in the area of PSCM Coordinate with TSTs the review of the NGO’s Performance Improvement Plan (PIP) focusing on issues related to PSCM Assist the Senior Advisor on PSCM in timely reporting of PSCM activities in Health Facilities and Health Posts. Any other task related to the overall responsibilities as judged necessary by the supervisor.

At least Bachelor’s degree in a relevant discipline (pharmacy or other health sciences).Master Degree is preferred. With Master degree 5 years of related experience, and with bachelor degree at least 7 years of experience is required. Hands-on knowledge of and experience with pharmaceutical management tools and guidelines developed by MSH – e.g. IMAT, RMU, Order Completion Evaluation, etc. Demonstrated knowledge and skills in designing and implementing capacity-building tools to improve the quality of pharmaceutical services in communities and health facilities. Experience in conducting training sessions and mentorship, and working with international and local NGOs. Proven analytical knowledge of data Excellent English including report writing skills Native-level proficiency in Dari and Pashto in speaking and writing Knowledge of computer-based systems including Excel, Word, Microsoft Office, or equivalent packages Willingness to travel to the provinces.
