Job Description:

Main Purpose of Job:

 

 The Logistics Management Information Systems Advisor will oversee the functioning and maintenance of supply chain operations information systems. In close collaboration with the contract management agencies, WHO and UNICEF, she/he will ensure the timely updating in mSupply of all transactions carried out by the BPHS/EPHS implementing NGOs. She/He is responsible to collect key variables associated with Pharmaceutical Supply Chain Management (PSCM) of the NGOs, including procurement, pipeline, receiving, storage, and distribution data. In addition, she/he will 1) analyze the NGO consumption data every quarter, 2) analyze the trend of the standard consumption indicators as defined by AFIAT, 3) forecast the needs of essential medical products, and 4) estimate the gap in the medical supplies. In coordination with WHO, UNICEF, UNFPA, and GFTAM/UNDP, she/he will coordinate technical assistance to the BPHS/EPHS implementing NGOs through the Targeted Support Teams (TST) on all matters related to inventory management and quantification of essential medical products. She/he works with other AFIAT staff as required and reports to the Senior Advisor on Pharmaceutical Supply Chain Management (PSCM).

 

Specific Responsibilities:

 

Oversee the functioning of the mSupply database, including but not limited to: 

Updating PSCM data as per predetermined schedule: receiving, storage, and distribution data.

Verifying the data quality in the database for completeness and correctness.

Generating routine monthly and quarterly reports on stock status, product shelf life, projected distribution.

Identifying the need for additional reporting formats and developing them to allow accurate and timely information for monitoring the performance of NGO’s supply chain operations.

Ensure the database backup on regular bases to not lose the data/information

Monitoring mSupply hub for transactions/ data reporting by NGOs, verifying the data quality, and provide feedback to the NGOs

Assist the Senior Advisor on PSCM in monitoring stock and pipeline of essential medical products including the reproductive health commodities that are procured by the BPHS/EPHS NGOs, AFIAT and other organizations of strategic significance. Assist BPHS/EPHS NGOs in providing quarterly medicine consumption and patient load analysis reports, including the production and interpretation of update indicator values. Coordinate the review of individual NGO essential drug and contraceptive consumption and projection data with the AFIAT’s Performance Improvement Officers (PIOs), performing trends analysis and identifying specific TA needs for each NGO in the area of quantification, storage and distribution. Train the TSTs (AFIAT PI officers and the NGOs pharmacy officers) on mSupply use Assist the Targeted Support Team (TST) in providing technical assistance to the NGOs in needs quantification for ordering and in the planning of efficient distribution to the point of service delivery. Analysis of the data collected through IMAT, RMU, and Order Completion Rate evaluation tools Work with the project partners to customize mSupply and add the relevant indicators into it. Facilitate use of the available data by relevant AFIAT teams and other stakeholders. Assist the Senior Advisor on PSCM in timely reporting of volume and values arriving, in the pipeline, in stock, and distributed to the Health Facilities and Health Posts. Any other task related to the overall responsibilities as judged necessary by the supervisor.

Job Requirements:

At least Bachelor’s degree in a relevant discipline (pharmacy or other health sciences), master’s degree is preferred. With Master’s degree 5 years of related experience, and with a bachelor’s degree  at least 7 years of experience is required. Training in Information Technology (IT), database programming, or work experience in the operations of mSupply is an advantage. Extensive experience in management information systems that uses computerized databases. Development and/or maintenance of information systems in an international health organization is an advantage. Experience working with pharmaceutical supply chain systems and pharmaceutical procurement programs is desirable. Demonstrated knowledge and skills in designing and/or maintaining manual and/or electronic tools and programs. Experience in conducting training sessions and mentorship and working with international and local NGOs. Proficiency in computer hardware and software use and support. Efficient in the productive use of Internet communication. Fluency in one national language and working knowledge of a second. Advanced proficiency in written and spoken English. Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Access and Outlook. Willingness to travel within Afghanistan.
