Job Description:

Responsible for leading the TB-related activities of the AFIAT project, with a primary focus on solidly incorporating high quality TB control and prevention services into the Afghan health system outside the main urban centers. This includes developing strategic initiatives for integrating TB control and prevention into the primary and first referral health care, as well as project work planning, management, implementation, and reporting. The TB Manager will collaborate with and serve as senior level TB expert to the project leadership. S/he will lead the provision of expert technical advice and assistance to the MoPH and its partners to ensure that state of the art TB control and prevention intervention are efficiently integrated in the community-based health packages, and the essential services offered at primary and first referral facilities, both in the public and private, of the Afghan health care system. S/He will ensure knowledge sharing on global innovations in the TB control and prevention area and assist in updating policies and strategies. The TB Manager will lead the selection of methods, technique and evaluation criteria for obtaining results and impact in the TB control and prevention area, continuously meeting the changing needs and priorities of our clients and beneficiaries.


  • Provide strategic and technical leadership to the project to ensure state of the art TB control and prevention activities in AFIAT program interventions, focused on service quality improvement, increased access, improved health behaviour, and health systems strengthening.
  • Support the MoPH in developing and maintaining the policy and strategy framework to allow efficient integration of high-quality TB control and prevention interventions including MDR-TB in all levels of health service provision in the rural areas. This will involve supporting the development of guidelines and standard operation procedures at different levels.
  • Assist the MoPH to take the lead in efficiently coordinating the resources of various partners and counterparts for nationwide implementation of DOTS.
  • Collaborate with other technical assistance programs to assure that the technical assistance needs of the MoPH for overseeing the planning and implementing integrated TB control services in the public and private health sector are adequately met.
  • Provide assistance to the MoPH to incorporate a solid TB control and prevention component in the routine health information system and in the monitoring and evaluation activities to allow timely identification of program shortcomings and proposing corrective measures.

    • MD Degree plus MPH or equivalent. degree is preferred.


    • At least seven (7) years of relevant experience in a similar position preferably with international organizations or similar organizations is required. five (5) years of progressively responsible experience is preferred.


    • Extensive experience working in the Afghan health sector, with demonstrated success in achieving results in a TB control program.
    • Proven programmatic, technical and managerial ability, and interpersonal communication skills to collaborate effectively with professional colleagues in Afghan governmental and non-governmental organizations, and in international organizations within multiple socio-cultural contexts.
    • Demonstrated organizational and supervisory skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines and leading and mentoring a team to achieve results.
    • Strong analytic, verbal communication and writing skills.
    • Fluent in oral and written English and one national language. Good proficiency in the other national language.
    • Demonstrated computer skills in Microsoft Office suite applications, including Word, Excel, Outlook, and power point.
    • Willingness and ability to travel to the project areas for up to 30% of his/her time
    • Previous USAID project experience preferred.
