Main Purpose of Job: The Pharmaceutical Supplier Monitoring Advisor assists the AFIAT’s pharmaceutical supply chain management by establishing the system to prequalify and monitor the international and local pharmaceutical suppliers. The Technical Advisor develops prequalification criteria for the suppliers, which examines their capability and viability to consistently deliver the quality products with the right amount and at the right time to the health service delivery point, monitors their performance as per the predetermined key performance indicators, and provides regular feedback to the contracted suppliers.
The Technical Advisor will work with the Snr Advisor to develop a system to prequalify, track and trace the suppliers and the medical products they deliver throughout the pharmaceutical supply trails. Specifically, it will render support to the AFIAT team in all stages of the prequalification and monitoring of the pharmaceutical supply chain:
Lead the prequalification criteria development and implementation Develop and implement the monitoring plan Define and set the performance indicators for the international and local suppliers Elaborate relevant documentation in compliance with applicable guidelines and prepare procurement reports Assist with the preparation and distribution of contract documents from supplier performance management perspectives Assist with the preparation of bidding documents and TORs from a supplier performance management perspective Manage the filing system of international and local suppliers Any other assistance requested by the Principal Snr Advisor for HSS and the Snr Advisor for Pharmaceutical Supply Management. Building regular contacts with the international suppliers and ensuring that the suppliers submit the shipments’ documents including BL/AWB, invoices, packing lists, and quality control certificates to AFIAT prior to the shipping of the supplies to Afghanistan to start the process for obtaining the tax exemption certificates. Assist the Snr Advisor and the AFIAT logistics in obtaining tax exemption certificates for individual shipments to the country (only international procurement). Assist the AFIAT operations team in obtaining the import license for controlled substances (e.g. Narcotics and Psychotropics). Following the shipments in the pipeline immediately inform the Principal Snr Advisor for HSS and the Snr Advisor for Pharmaceutical Supply Management on any barrier to the shipments’ movement and customs clearances in the transit. Assist AFIAT in obtaining exemption letter for retesting quality of the products from the MoPH. Interact with local and international suppliers on any quality issues relevant to the products. Develop and track the shipments tracking sheet and update the Snr. Advisor on the status of the shipments (international procurement). Coordinating delivery of the shipments with suppliers/forwarders and the warehouses operated by varying stakeholders. To ensure that the NGOs have received the supplies based on the schedule and have dispatched them to the end-users (HFs). Assist in monitoring and evaluation of the supplier’s performances

At least Bachelor’s degree in a relevant discipline (health sciences, health economics, or social science), Master’s degree is preferred. With Master’s degree 5 years of related experience, and with a bachelor’s degree at least 7 years of experience is required. Demonstrated knowledge and skills in designing and implementing monitoring tools with clearly defined performance indicators. Experience in conducting training sessions and mentorship, and working with international and local NGOs. Proven (at least basic) knowledge of the institutional, technical and commercial aspects of procurement (record of min. 1 relevant experience in cv) Excellent English including report writing skills Native-level proficiency in Dari and Pashto in speaking and writing Knowledge of computer-based systems including Excel, Word, Microsoft Office or equivalent packages Previous experience in the clearance of the health commodities’ shipments through government Willingness to travel to the provinces.
