Senior Outreach Officer in Kabul

About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. s/he duty station will be Khost field office with regular trips to targated distrit of Khost and Paktia province to the selected watershed and irrigation system improvement projects sites.

Job Description:

• Map and assess the civil society landscape in Afghanistan with a specific focus on organizations working on peace initiatives;
• Conduct civil society engagement activities and events including organizing civil society forums and developing ongoing relationships with local organizations and initiatives.
• Carry out all tasks within the Civil Society activities including data collection; organization of meetings and trainings with civil society actors and community members.
• Speak coherently and confidently at events and with Media about VAP activities.
• Engaging diverse civil society groups (women youth victims and more traditional actors such as community leaders and religious actors)
• Knowledge of the political social and media environment in the country. Having Knowledge and understanding of ongoing peace talks.
• Regular communication with regional nodes and follows up on updates on civil society activities and advocacy efforts in provinces and districts.
• Represent VAP in civil society gatherings, at relevant NGO fora and networks pertaining to outreach activities.
• Attend civil society meetings and develop monthly situation briefs on civil society activities. 
• Keep accurate records of outreach activities and provide analysis to the VAP management. 
• Strong facilitation skills in managing civil society events and workshops.
• Collaborate with other VAP activities to share experiences of best practice.
• Contribute to team effort by undertaking additional tasks and responsibilities as requested by seniors.

Job Requirements:

• Master’s Degree with 10 Years’ experience or Bachelor with overall 12 years’ experience.
• Excellent writing and communication skills in English, Dari and Pashto is a necessary requirement.
• Ability to effectively communicate at senior levels in Afghan Government media and NGOs.
• Confident user in MS Office applications such as Word Excel PowerPoint and email.
• Worked in program management position particularly in dealing with civil society organizations and community engagements.
• Excellent problem-solving and strategic thinking skills and capabilities.
• Innovative and critical thinking is regarded as an advantage.
