Job Description:

Scope of work:

Swedish Committee for Afghanistan (SCA) disability programme (DP) is working for the full inclusion of Person with Disabilities in the society through provision of services, such as physical rehabilitations, vocational training, and access to loan for their economic independence. Disability program provides preparatory education for children with disabilities with the aim of preparing them for inclusion in mainstream schools. DP is running awareness rising activities towards the family and community members about the right and need of Person with Disabilities. DP is working for the institutional capacity building of Disabled People Organizations (DPOs), professional associations, and disability sector NGOs. This programme also advocates towards the Government for inclusion of disability and the rights of persons with disabilities to education, health, and employment in their policies and strategies.

The DP programme is managed by a Programme Management Unit in Kabul Management Office and by four Project Offices: Ghazni, Jalalabad, Mazar-e-Sharif, and Taloqan. The Programme covers 59 districts in 13 Provinces of the country.

The Disability Project Manager is the head of the Disability project unit at the Wardak Regional Management office (WRMO), will be managing Disability project implementation throughout the coverage areas at relevant provinces in accordance with SCA Policy, Strategic Plan, work plans and budget. She also ensures that projects are completed on schedule, with quality and within budget. She works in close co-operation with the DPU at Kabul Management Office, closely with other units at the RMO and ensures good and regular contacts/briefing with related provincial and district authorities and other external stakeholders

Main Responsibilities:


  • Act according to the policy and regulations of SCA
  • Keep updated with issues related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good co-operation with SCA units, authorities, institutions and other NGOs
  • Do related job as delegated by the Head of Office/Programme Manager,

Supervisory Tasks:

  • Coordinate and supervise the activities of Disability project (DP) unit staff
  • Oversee and guide the implementation of the DP activities according to the policy, strategy, work plan, budget internal project document and other guidelines
  • Frequently supervise DP activities in the field, at least 15-20% of time should be in field
  • Support and observe facilitation of the partners’ social audit process,
  • Facilitate monitoring and supervision from the implementation of partners’ capacity development plan and grants projects.

Technical Tasks:

  • To write and develop, work plan, budget and reports
  • To establish good network for the identification of Persons with Disabilities and available resources in the project area, link and make these services accessible through a well organised referral system which should serve all Persons with disabilities without discrimination, following CBR (Community Based Rehabilitation) approach
  • To ensure that SCA Disability Project is run in accordance to SCA policy and guidelines
  • Analyse technically the Disability project data and share analytical reports/recommendations with DP MU on improving qualitative aspects of the project
  • Develop the quality of the Disability Project e.g. monitoring and supervision of field activities i.e. physiotherapy centre, orthopaedic workshops and special & inclusive education, employment support and Social integration related activities in collaboration with DP MU
  • Communicate and coordinate relevant/project related issues with the related governmental authorities and other stakeholders at RMO level
  • Advise and assist the HRM section in recruiting RMO-DP staff
  • Ensure delegation and shared information within the project unit and with other units of SCA
  • To play advisory role

    Qualifications & Requirements:

    Qualifications:        Bachelor’s degree in business administration, social science or equivalent in related professional field, Masters’ degree is an advantage

    Experience:               4-6 years’ relevant managerial experience, especially within an NGO, UN agencies, or similar organisation. Community development or disability programme management experience is an advantage.


                                        Fluency in English and Pashto and/or Dari, both written and spoken

    Strong interpersonal and communication skills

    Supervisory, leadership, team worker, analytical, and troubleshooting skills

    Computer skill at operator level, especially with MS Office packages.

    Experience of planning, reporting, and budgeting

    Ability and willingness to travel to the project sites within Afghanistan

    Familiar with design, evaluation and monitoring of community and/or disability projects

    Ability to take initiatives, and pursue work proactively without being intensively supervised

    Honest, proactive, and well mannered.
